This text is the sixth edition of the Firefighter's Handbook of Hazardous Materials and was by far the most recognized quick reference manual available when it was published.
It is beyond a doubt "The Best of the Best
The book was designed as a quick and simple reference to determine the relative toxicity, flammability, thermal stability, permissible extinguishing agents and other pertinent data of a given substance.
The book was created by a veteran firefighter of a rather large Midwestern fire department. It is not a panacea nor a complete listing of dangerous materials by any means; however, it should suffice in well over ninety percent of foreseeable incidents. Comparable reference texts including the 7th edition cost from $72.95 upwards to over $500.00.
Study it closely, making sure you understand the section entitled and the coded symbols thoroughly before attempting to use it.
